PEPFAR has been co-opted by the left to promote radical ideologies and to facilitate the murder of unborn children. As Congress conducts its FY2026 appropriations process, it should consider ending funding for PEPFAR and shifting responsibilities to host countries.

The USIP is another taxpayer-funded left-wing scheme that promotes multiple aspects of the left’s agenda, along with regime change schemes.

Progressive ideology is the foundation for nearly every action taken by the NEA and the NEH. This has been rooted in grant-making and the operational structure of both agencies.

While flawed, it is an available tool that should be considered when seeking to curb the power of the administrative state.
